The assumption that the Judiciary is apolitical has proven to be preposterous and dangerous.
I'll see that and raise it to stacking the court. There are 13 federal districts, each overseen by one Supreme Court justice. That makes 13 SCOTUS members a natural fit.
Oh, and toss in making DC and Puerto Rico states while we're at it.
